Hello,
After a lot of searching, I have discovered that we really need the Xinha plugin "HTMLEntities." This plugin converts special characters entered (non SGML chars) into their proper utf-8 codes: like ñ (& n t i l d e ; )
This is very important for euro and Spanish sites.
After looking around the Xinha site I have discovered the plugin is available by downloading the main Xinha release.
I placed this plugin into my Xinha folder, selected it in the Eto setup, but It's not working.... so I assume it's going to have to be somehow custom-coded? I'm not sure how Xinha works with Etomite but I do know (Dean confirmed this) that it is modified to work with Etomite.

I am wrapping this topic up. For anyone who needs to produce accented and special characters in their Etomite sites while using Xinha, here is the solution:
1) Set your pages' charset to UTF-8 in the template header:
2) Set the Character Encoding in the Etomite configuration to Unicode UTF-8
Step two is where I was going wrong. I had UTF-8 set in the template, but not on the page where the editor was embedded (the Etomite manager frame.)
