Voting is one of those items that doesn't lend itself to being built directly into the manager... There are far to many different flavors of voting and ranking to say that any one variant should be built into the code base... I have looked into several different methods of such integrations but each time I go there I end up with more questions than answers... It is much simpler to handle this feature at the snippet level as in doing so you could easily run several different styles of voting and ranking in different sections of the same site... That isn't to say that the use of an add-in module wouldn't be worthwhile, however...

We want to make the core download smaller, not larger!
