cannot change permission on etomiteCache.idx.php

Hello everyone -- my questions is about permissions on the /assets/cache/etomiteCache.idx.php file. The server I am using, I have permission set on the etomiteCache.idx.php to 755 and I am getting access denied error fopen error. I contacted them and they said I can put a copy of php.ini file in my public folder and they also said the servers they use are suexec servers?? Anyone have any ideas on what I can do to get this file to 777 besides changing hosts. I have been reading about suexec server and found some information about scripts that need 777 will run fine at 755 and to make sure your scripts are owned by the user not the nobody user. any ideas or suggestions would be grateful, thank you
