Wishful Feature:
Allow User Rolls to be applied to templates, chunks, files and folders the why they are for normal documents.
Reason:
We have many non-admin editors who are responsible for different sections of the site, each with different template/file needs. It would be nice to be able to allow them to edit all of the components of a specific section — chunks, templates, file and folders — with out fear that they might change the wrong one used by another section.
An example of this might be that an editor should be able to change the images used by a single template but not the template or css, nor any other template. If one could assign a Roll to the Images folder for the particular template then this editor could be assigned to that Roll and have access to make changes only to the images. The same idea applies to the templates and chunks where different editors could be limited to individual ones they could modify.

User ROLES to be able to use templates, snippets, or chunks are currently doable. However, like you say- you can't specify a single template, snippet, or chunk.
If you set a site up right using getSideBar, you don't need to give users access to any snippets, templates or chunks. They can just do things within their section using sidebars to add to/change their templates.
